  The best - and free. Winzip has an internal image viewer, and so does HaoZip. The great difference is that while Winzip viewer shows only ZIP files, Hao Zip viewer does not discriminate. Also, you can convert image file formats without uncompressing anything, and can even edit them (actually, I still have to learn how to configure that function, as it opens Paint by default, and the help is in… Chinese).
